Background:
Wendy, or Cyclone Girl as she's also called, is a runaway who has been living on the streets for nearly a decade. She's found refuge in the sewers below Little Bohemia in Metropolis where she and her street crew used to cause chaos. At one point during her youthful misadventures, she hid from the cops who were chasing her by running inside a seemingly abandoned warehouse. She discovered that it wasn't so abandoned as she had believed. It stored old lab equipment and unfinished experiments once conducted by Lex Corp and their conglomerates.
Inside the warehouse, Wendy found a strange table with several wires, tubes, and buttons on a nearby console. Curiosity getting the best of her, she pressed a couple buttons. When nothing happened, she started to leave. Suddenly, the console lit up, the restraints on the bed launched out to grab her, and pulled her to the bed. Needles stabbed her into her arms, legs, chest, and neck area. The pain was intense as she felt something being injected into her. A surge of electricity jolted her body, and she screamed like she had never screamed before.
When she woke from the pain, she hurried out and returned to her shelter she had made in the sewers. She didn't know what happened to her, but she began to notice certain changes in her reflexes. She was noticeably faster, her wounds healed quickly, and she was able to react with increasing agility.When she shorted out the power network for Little Bohemia district, she knew she had to find someone who could explain what was going on.
Through her street contacts, she was able to get word to Superman, who took her to STAR Labs where she was thoroughly examined. As it turned out, the device had literally changed her DNA and infused her with the DNA of the first Flash, Jay Garrick. While not a true duplicate like a clone, she had enough of his DNA to pass off as his Daughter, even though they were of no relation. With Superman's blessing, she went with Power Girl to the JSA Headquarters where she started training under Jay Garrick.
For the first time, Cyclone Girl felt like she had a purpose. With Jay's tutoring, she got faster and more proficient in how to use her powers. As a token of "graduating", Jay gave her a replica of his winged helmet, which she continues to wear to this day. She turned her home in the sewers into a base of her own, which she calls "The Stormshelter". Although she's struck out onto her own, she works with the Flash family, and with other hero friends.
Like her heroic alias implies, Cyclone Girl is viewed as impulsive, impatient, and often whirling around and leaving chaos in her wake. However, she has mellowed some since she has started traveling with the Justice Girls. That still doesn't prevent her from often jumping into a situation feet first. It's lucky that she's fast enough to get out of trouble just as fast as she gets into it.
