How many tiers down should a character be able to solo:
1) a duo?
2) an alert?
3) a raid?
Keep in mind that this would be for the StatsRevamp world, so no CR bonus/penalty. Also, this is time sensitive as the revamp is very close.

Of all the MMO that I have played DCUO is unique among them as it does not have a leveling system past 30 but instead swaps to combat rating. Removing CR as the determining factor with the revamp puts things squarely upon the shoulders of stats and skill points to make it possible for someone to solo larger content.
In any other MMO one would use character level, gear quality and skill to determine what can be soloed. For example a level 60 character might easily solo a level 50 dungeon in World of Warcraft provided they are well geared, and even sometimes not so well geared, largely due to simply overpowering the content. That same level 60 character with exceptional gear and skill might even be able to solo some level 60 content.
In DCUO it would be harder to determine such things unless we translate CR to levels at which point one could suggest that a person should be able to solo larger content starting at say 10 CR difference, so say a CR100 could do CR 90 duos, and maybe alerts. Naturally for raids it would require a larger gap, as is the case for most the rest of the MMO I have played as well.
It is the exceptionally skilled player that can solo at level raid content in WoW, and I have yet to see anything on that in any other MMO I have ever played and I must add that in those cases it has not been raid bosses but just trash mobs(adds) as they call them in WoW.
In addition I would add powerset may make a difference in what someone could solo, again with the addition of skill points and skill of player.

All I can think to say is once you reach the point where content is no longer relevant you should be able to solo it.

A duo should be soloable on arrive.
An alert at the end of the cr window(like the last 3 months where you can get marks).
A raid once it is out of the window where you can get marks for it.

I have to agree with Alexis and Miss Terri on this. Once we are past the relevancy there is no reason we should not be able to solo it.

Being a primarily ebil side player, i'd prefer to see walk ins for all content or the ability to que solo.
It'd be nice if they could scale the difficulty to the number of players on the map.
Add me to agreeing once an instance is past revalence , we should be allowed to solo. That is why I despise stat clamping, it's a super hero/villain game, the point being to advance your characters to be powerful enough so that being able to steamroll content is your reward for past effort.
